Jean Maloney had served as an English teacher and Business Advisor in Papua New Guinea in 1981. Likewise, she had served as a Monitoring and Evaluation Advisor at the VSO Ethiopia in Addis Ababa for six weeks from February-March, 2011. She helped in monitoring the Education program, specifically on gender and development, of VSO Ethiopia.
